Many people in the world do not have access to electricity, a majority of them lives in rural areas that are not yet covered by the main electrical grid and may not be covered in the short term. Faced with this situation, off-grid solutions have been developed. They allow electrification outside the main electrical grid and take two main forms. Indeed, there are two types of off-grid solution: the Mini-grid and the Solar Home System SHS. The main focus of this article is to propose a new collaborative street Public Lighting system (PL) based on Bin Packing algorithm aiming to show how our proposed system can reduce significantly the energy consumption while feeding our SHS-PL collaborative system composed of the smart home and its associated public streetlamp in a rural environment. This article presents also new smart storage algorithms, which guaranty the SHS-PL energy capacity while reducing the size and the cost of battery and the renewable energy sources infrastructure. The solutions proposed in this paper are economic and inclusive, making possible, and at a low cost, to open up rural areas, and allowing them access to clean electricity and enabling them to develop local activities in line with sustainable development and thus contribute to limiting rural exodus.
