The successful management of safety and reliability for major railway and metro projects is based on systems engineering. The contractual implementation of a major project influences the process by which the safety and reliability targets for the project are managed. Failure to identify these issues can lead to unnecessary adverse impact on project costs and programme. some of the major issues that need to be addressed at project inception are discussed together with an outline of the processes and management structures that will need to be set up as integral elements of Quality and Project Management. In addition to the overall management processes the aspect of setting of safety and reliability targets is discussed in the context of overall system performance and the expectations of the passenger with respect to modern transport systems. Life-cycle costs, that are influenced by reliability and maintainability issues, are becoming an increasingly important element of systems engineering that directly impaces on a project's commercial viability and therefore these parameters must be managed.
