Since the collapse of Sungsoo Grand Bridge, most of bridges in Korea were extensively up graded or reconstructed, and also recently many bridges have been constructed due to rapid expansion of highway networks in a concentrated period of time of the last 20 years. Therefore, most bridges are not yet subject to limitations in budgets for proper maintenance. However, an assessment on the trend of the maintenance expenses for the existing bridges indicates that an increased demand for the maintenance of bridges will be generated in a specific time period of less than 20 years to come, and the shortage in maintenance budgets may result in the degradation of bridge performance management and even the collapse of bridges while in public use. Hence, Road & the Highway Management Agencies in Korea wish to develop a new advanced BMS that incorporates effective maintenance and management frameworks to prevent from possible disasters including the failure of bridges. For the development of an advanced BMS in Korea, an effort is made to introduce a Preventive Maintenance (PM) policy into the system, in which decision-making process for bridge maintenance is divided into two stages: the stages for long term maintenance strategy and short term maintenance plan, respectively, at both project and network levels. In the keynote paper, the optimal decision-making framework and methodologies developed for advanced BMS in Korea are briefly presented, which have been incorporated into a new augmented BMS under development in Korea. As a result, the new advanced BMS will be able to support systematic PM policy for bridge maintenance and will help in realizing the efficient estimation and execution of maintenance budgets and advanced management of bridges.
