INTERCONNECTION IN CHINA: A FRAMEWORK FOR DEVELOPMENT

This paper examines China’s efforts, post WTO and industry restructuring, to establishrnan interconnection framework. The regulatory regime is relatively sophisticated,rnalthough still high level, and exhibits features which are familiar in many Westernrntelecommunications regulatory regimes, including dominant carrier regulation.rnHowever, on the ground, interconnection remains the “wild west” with reports of personalrninjury, property damage and low call completion rates as provincial level operatingrncompanies fight it out in China’s increasingly competitive market.
