Study on Strategy and Technology of Risk Foresight on Urban Public Security

In recent years, urban public security (UPS) has been threatened by kinds of calamities, especially the terrorist attacks, so UPS is gaining increasing attention of the government, the public and the scientists concerned. This paper, aiming to provide the policy-makers with the UPS-related information, first elaborates the secure characteristics of modern cities, and the 5P features of all artificially imposed calamities, then explores the characteristic strategy, the environment strategy, the planning strategy, and the risk foresight-and-control strategy on UPS and concludes that calamities in cities, either naturally or artificially imposed, can be foreseen and controlled to a great extent.
