A comprehensive risk assessment framework is discussed in this paperrnfor the support structure and the tower of an offshore wind turbinernunder extreme wind and wave conditions. The framework is foundedrnon a probabilistic characterization of the uncertainty in the models forrnthe excitation, the turbine and its performance. A comprehensiverncomputational model is used for describing the dynamic behavior of thernturbine and stochastic simulation is proposed for evaluating thernassociated stochastic integral quantifying risk. For improvement of therncomputational efficiency, a surrogate modeling approach is introducedrnbased on moving least squares response surface approximations.
