The Federal Railroad Administration’s (FRA) “High-Speed Ground TransportationrnNoise and Vibration Impact Assessment” guidance manual was developed duringrnthe period from 1995 to 2005. Noise and vibration measurements were conducted onrnapproximately 300 train pass-bys, resulting in detailed analyses of noise andrnvibration frequency spectra and overall levels. Measurements were conducted inrnSweden, France, Germany, Italy and the United States on a wide variety of highspeedrntrainsets, including conventional steel-wheel systems and maglev systems. Thernnoise and vibration models in the guidance manual were developed based on theserndata, which at the time was the largest collection of high-speed train noise andrnvibration data in one document in the world. The model has been shown to bernrobust and to give results that are in compliance with the European TechnicalrnSpecifications for Interoperability (TSI). This paper addresses whether the latestrndevelopments in high speed trainset technology are adequately covered by the FRArnmodel. The latest developments in distributed power trainsets comply with the TSI,rnbut may have even lower noise levels than previous trainset models. This paperrndiscusses the need for updates to the FRA model that would take into account thernrecent technological developments.
