Effort re-allocation among software development stagesrnpotentially leads to changes in the scope and quality ofrndelivered software and in total effort. The goal of thisrnpaper is to develop a framework for prioritizing effort reallocationrnscenarios against a set of criteria according tornone’s preferences. This framework is a hybrid of Bayesianrnnetwork (BN), which reflects a development process, andrnAnalytical Hierarchy Process (AHP), which incorporatesrnthe preferences. We evaluated the framework with a BNrnmodel from a real world case study. Results of thernexperiments showed that the framework is useful inrnfinding the best effort re-allocation scenario and isrnsuccessful in incorporating the preferences in the decisionrnmaking process.
