Rochester, NY Experience with an On-Board Scale

The City of Rochester, NY, under a grant from the New York State Energy Research & Development Authority, has studied the use of an on-board scale for over a year. The study showed that traditional volume-based billing for commercial customers can result in serious under-billing of some of these customers. The on-board scale proved to be an indispensable tool for detecting and correcting this problem.rnThe project showed that the scale need not be accurate enough for NTEP certification to be effective. A method was developed to modify the existing volume-based billing system so that the bills produced reflected the associated costs.rnNot surprisingly, increasing a waste generator's cost will tend to spur the generator to greater waste reduction efforts. Several specific instances are detailed and discussed.
