Factors and conditions for technical potential increasing in the context of economic cyclical nature

The article is dedicated to the investigation of the main factors and conditions for technological potential increasing. It was revealed that, in the context of cyclicality, capacity increasing can be competitive or compulsory. In both cases, the industry needs to reduce the impact of market mechanisms, concentration of resources and temporary protection for the transition to the growth phase. At the same time, the applied impact instruments should take into account the main indicators of industrial development: the level of technological potential, the vector of it change and the loading of production capacities. Stratification of industries according to these three main indicators increases the effectiveness of organizational solutions.
