Building energy efficiency service market (BEESM) is an important platform of improving Chinese building energy efficiency with market system. However, Chinese BEESM faced the question of insufficient energy efficiency power. Thus how to choose the incentive pattern is vital to the development of BEESM. Existing incentive pattern research put emphasis on simple development process and doesn't consider BEESM development stage transformation. The author proposes a new incentive pattern aimed at solving existing incentive pattern's insufficiency based on BEESM development stage in order to provide the reference for BEESM incentive policy establishment
