Accidents caused by frozen shaft lining are severely problems of underground coal mines. These accidents may have detrimental effects on workers in the form of injury, disability or fatality as well as mining company due to downtimes, interruptions in the mining operations, equipment breakdowns, etc. Reliability analysis is recognized as a powerful decision-making tool for risk-based design and maintenance. In the proposed methodology, risk assessment requires the determination of probabilities, possible consequences and cost of consequences. So this paper introduces the theory of reliability into the research of frozen double-layer reinforced concrete shaft lining design, defines the basic reliability concepts of shaft lining, raises the basic clue of thoughts about reliability design of shaft lining, establishes the limit equations of shaft lining. Then, this paper makes reliability design of double-layer reinforced concrete frozen shaft lining by examples to illustrate the feasibility of the theory.
