Study on Valuation of Emission Rights in China

The purpose of this paper is to promote emission reduction, demonstrate the necessity of emission rights' valuation, and provide a theoretical reference to the valuation practice. Methods of literature research, case studies were employed. Studies have shown that emission rights can be regarded as intangible assets of polluters. To carry out professional valuations on the pollutiondischarge rights or emission rights and assessment on its fair value will satisfy market demand, in favor of matching deals and improving efficacy of authority's administration. Emission derivatives trading are also calling for appraisers and brokers. Based on the survey of emission trading case in China, it can be concluded that the marketcomparison-approach can not be employed to some extent during the beginning of the emission trading, the application of cost-based method is relatively reliable, and income-approach could be employed after the pollution-discharging policy has been abolished or emission tax rate has been confirmed by authority. December 7-18,2009, at the United Nations Climate Change Conference in Copenhagen, environmental ministers and other officials come from 192 countries took part to discuss the follow-up program after the expiry of commitment based on the "Kyoto Protocol" and do attempt to signing a new agreements on the future global action related to climate change. Media have even referred to this meeting as "last chance to save mankind ". Basically, emissions trading, as one of the mechanisms to achieve emissions reductions goal and solve the climate problem, once again attracted attention of many research.
