ROAD TRAFFIC SAFETY PROGRAMMES IN SINGAPORE

Singapore road accident rate has shown marked improvement over the past twenty years. This success can be directly attributed to the road safety programmes and measures introduced over the years. This paper describes some these programmes. The principles underlying these road safety programmes as well as the framework for their formulation and implementation in Singapore are discussed. The manner by which the components of legislation, enforcement .education and the accompanying incentives integrate, combine and interact and the dynamic balance between them are also discussed. The paper also discusses the concept of implementation of these programmes, the problems which arise in the course of implementation and how these were overcome.
