A ROTARY KILN INCINERATOR FOR HAZARDOUS WASTE TREATMENT IN TAIWAN

Hazardous waste is a very serious environmental problem in Taiwan. The treatment has to be very carefullyrnand highly efficiently. In order to set up the first hazardous waste treatment demo plant, Taiwan EnvironmentalrnProtection Administration (EPA) chose the Energy and Resources Laboratories of Industrial Technology ResearchrnInstitute (ERL/ITRI) as the consulting engineer. ERL/ITRI proposed a rotary kiln incineration system (capacity 60rntons/day) and supervised the construction, installation and operation of the plant.rnThe plant is divided into waste storage area, pre-processing area, incineration area, air pollution control devicernarea, ash storage area, common facilities area, and system control area. ERL/ITRI chose rotary kiln as the incinerationrndevice because of its efficiency and versatility. The secondary combustion chamber (SCC) was designed withrna gas retention time of 2 sec. at 1000℃. The flue gas emitted from SCC is quenched with water spray to a temperaturernof 600℃ and then cooled to 270℃ with an air to air heat exchanger. The air pollution control systemrnincludes a semi-dry scrubber, bag filter, and packed bed scrubber. Before emitted to the atmosphere, the flue gas isrnreheated with the energy recovered from heat exchanger to avoid plume production.rnThe plant was completed at 1997 and had passed the trial burn and final acceptance testing. More than 6200rntons of hazardous waste was incinerated. All test and running results show that it is a high-quality, high-efficiency,rnlow-pollution hazardous waste treatment plant.
