In 2002 the new Lublin-Wrotków Combined Heat and Power Plant has been commissionedrnafter nearly five years of preliminary work and two years of project implementation. Thisrnplant is the first and still largest combined cycle power plant built in Poland. Extensive effortsrnhave been required to achieve closing for the project financing of the plant.rnThis paper shall describe these efforts, including financing aspects. The main design criteriarnas well as the choice of the equipment will be explained, together with erection andrncommissioning issues. One of the main topics will be the experience gained after putting thernplant into commercial operation with regard to performance, efficiency, availability andrnmaintenance.rnThe new plant is designed to operate at base load, and produces electric power in a single gasrnturbine of heavy duty type, with an output of 171 Mwe. Exhaust heat of the gas turbine isrnused for steam production in an unfired two-pressure HRSG. The steam serves a single steamrnturbine totalling the plant′s power output of 235 Mwe in the full condensing scenario. Thernheat production at nominal load is about 150 MWth. Natural gas is the main fuel for the gasrnturbine, while diesel oil is used as back-up fuel.rnThe main design criterion for the plant has been to serve the local district heating networkrnduring all the year, which resulted in a significant amount of heat produced during winterrnseason, with a corresponding load drop in the electric power generation. During the heatingrnseason the combined heat and power (CHP) unit provides the base load for the districtrnheating system, covering about 40 percent of the maximum heat demand. During summerrnoperation the unit covers the full demand of the municipal heating system which is muchrnlower than the nominal capacity of the plant. The electric power generated is sufficient tornfully satisfy the demand of the Lublin conurbation.rnThe installation of this new plant helps to reduce significantly the emission situation in thernregion, as the existing coal fired plant previously serving the whole district heating will bernused in the future only to cover the peak requirements.
