THE APPROACH FOR REVISING THE CANADIAN ARCTIC SHIPPING REGULATIONS

Significant research has been performed to evaluate the veracity of the two systems (Zone-DaternSystem and Ice Regimes System) that are used to regulate shipping in the Canadian Arctic. It wasrnshown that neither system properly takes into account the ice conditions and the allowable areasrnfor different vessels in Canada’s Arctic waters. Recently the International Association ofrnClassification Societies (IACS) has harmonized their classifications for Arctic vessels and hasrndeveloped standards for seven Polar Classes. These vessel classes are not included in either of thernCanadian Systems. Because of this, the Canadian government is investigating ways to update thernshipping regulations in the Arctic. Extensive consultations with key stakeholders have pointed torna Hybrid system for the revised regulations. This paper presents an overview of this system andrnthe research that is being done to develop a modified Zone-Date System which will form part ofrnthe Hybrid System.
