The San Francisco Airport (SFO) pursued a reconfiguration of the runway and taxiway system to reduce delays in aircraft operations during poor weather conditions, and to decrease aircraft noise impacts to adjacent communities. All alternatives require a substantial amount of dredging of weak bay mud below the platform and dike footprints as well as significant landfill in San Francisco Bay. As much as 16-26 MCY of dredging of soft bay mud and up to 50 MCY of import fill is being considered for the alternatives. The alternatives include conventional fill as well as pile-supported runways. Cost estimates for the various alternatives range from $1.7-$4.3 Billion. rn Moffatt & Nichol Engineers assisted SFO with developing technical data and information for identifying runway configuration and platform concepts, including planning and engineering for disposal of the dredged material, mitigation for bay fill, and hydrodynamic studies to evaluate impacts of the alternatives on Bay circulation, sedimentation and water quality. Several import fill and disposal alternatives were investigated, which included evaluation of innovative dredging technology, transport and placement of import and dredged material, hydrodynamic impacts of the newly created runways and related facilities on adjacent waterways and San Francisco Bay in general, and concept level cost estimates. rn Planning and feasibility analyses for the alternatives were conducted, which included unique modeling strategies to evaluate long-term morphological changes (several decades) to shoreline, mud flats, marshes, and navigation channels. State-of-the-art technical analyses, including sophisticated numerical models, were conducted early on during the planning process. These analyses will provide key data to the science community and regulators during the environmental review process, and will be used by the community at large for many years to come.
