A Successful Approach to Site Remediation and Redevelopment of Property Contaminated with Oil Field Wastes

A unique remediation approach was implemented during development of the Port of Long Beach (POLB) Pier S site to prepare for a future marine terminal. Pier S had historically been used for disposal of oily wastes. The site had subsided in the past and approximately 7.6 meters (25 feet) of fill would be needed to raise the site grade for future development. In addition, approximately 209,488 cubic meters (274,000 cubic yards [cy]) of oily wastes had to be remedied to meet environmental regulatory requirements. Oily wastes are typically remediated utilizing separation (soil washing or vapor extraction) or destruction (thermal desorption) technologies. However, as more than 4.7 million metric tons (5.2 million tons) of fill materials would be required to raise the site, POLB expressed their desire to re-use these wastes within the development. The oily wastes were remediated onsite to chemically stabilize the contaminants and physically enhance the geotechnical properties for re-use within the fill development.
