The Dabhol LNG Terminal was a major LNG Port development on the West Coast of India in the late 1990’s that offers many valuable lessons for Port Development planning. The developers planned an LNG Receiving and Regassification Facility with an initial capacity of 2 MMTPA of LNG to supply a 2400 MW power plant. They hoped eventually to export an additional 3-5 MMTPA of natural gas by building a pipeline to supply the growing needs of the Mumbai-New Delhi area. The entire investment was on the order of $3 Billion US Dollars with the marine works alone in excess of $250 Million. This paper will discuss “Lessons Learned” in the planning and development of the Dabhol LNG Terminal that became apparent during construction. These lessons included the importance of site investigation, front end engineering design (FEED), and planning for remote site operations.
