BARRIERS TO INTERNATIONAL INFORMATION EXCHANGE

I would like to discuss two closely interrelated phenomena that are increasing our needs for international access to information and library collections and that are affecting all of us who are participating in this First Pacific Conference on New Information Technology. Then I would like to examine briefly the impact of those rapidly developing technologies that are helping to shape our new information society and that will begin to transform the way we have access to and use information. Finally, I would like to review what I perceive to be significant current barriers to the international exchange of information and to suggest some technological and collaborative opportunities for overcoming these barriers.
