Water supply and sanitation Adriatic coast project - infrastructural preconditions for clean marine and coastal environment in Montenegro

Improving water supply and sanitation on the Montenegrin coast was recognized by the Government of Montenegro and thernforeign donors in the early new millennium as a key challenge which resolving will have an impact on more responsiblernenvironmental protection, and contribute to the creation of infrastructural preconditions for the tourism development.rnRecognizing this challenge, the Government of Montenegro (GoM) and the coastal municipalities (Bar, Budva, Herceg Novi, Kotorrnand Tivat) established Vodacom in March 2005 as Joint Service and Coordination Company for Water and Wastewater Services forrnthe Montenegrin Coast and the Municipality of Cetinje, with the aim of creating a modern project implementation unit in the fieldrnof water supply and sanitation. Since its establishment, Vodacom became the Project Executing Agency (PEA) of the Water Supplyrnand Sanitation Adriatic Coast Project that is now worth about Euro 150 million.rnThe Project is being implemented in phases; Phase I and Phase II of the Project have been already implemented with the aim ofrnimproving water supply on the Montenegrin coast, and about Euro 21.5 million was invested within these measures from 2004 torn2009. The current Phase III and Phase IV are being implemented in order to construct wastewater disposal and treatmentrninfrastructure on the Montenegrin coast, and are worth over Euro 105 million. The Municipality of Ulcinj joined Vodacom in 2011,rnand preparations of the project in Ulcinj started in early 2012 totalling to about Euro 20 million. By this project Vodacom willrnencircle its activities on the Montenegrin coast. Currently, Phases III and IV of the Project are underway encompassing constructionrnof a total of 163 km of the network, and 36 pumping stations in Bar, Herceg Novi, Kotor and Tivat, and the construction of keyrnfacilities - wastewater treatment plants in Bar, Herceg Novi, and a joint one for Kotor and Tivat. The Project is a key segment of therninternational cooperation package between the GoM and the Federal Republic of Germany. The investment measures are financedrnfrom the municipal budget funds of the coastal municipalities, loans and grants of the German Development Bank (KfW), and thernshare of the GoM. Construction of the necessary water and sewage infrastructure on the Montenegrin coast will provide a betterrnwater and sewage systems, and a more efficient service provision to citizens, businesses, and visitors of the Montenegrin coast.rnFurthermore, the construction of the sewerage infrastructure, rehabilitation and construction of sea outfalls and first phases ofrnwastewater treatment plants within this Project shall improve the quality of the bathing water and significantly reduce pollution ofrnmarine waste water discharges and enable better conservation of the coastal environment.rnDuring seven years of its existence, in addition to its role of the PEA of the Project aimed at improving water supply and sanitationrnservices, Vodacom has grown into the first consulting company and a leader in the capacity development of the local water utilitiesrnaimed at improving their performance efficiency and raising the quality of the utility service to the final beneficiaries. The paperrnand presentation shall present outlines of all phases of the Water Supply and Sanitation Adriatic Coast from 2004 through itsrnplaned time schedule, main expectations, and benefits of the Project and present Vodacom as the PEA and public utility capacityrndeveloper.
