Synthesis of Permutative Quantum Circuits with Toffoli and TISC Gates

We present a new concept of TISC (2-interval symmetric controlled) quantum per mutative gates and how per mutative quantum circuits with no ancilla bits can be built using a combination of Toffoli and TISC gates.
