The Success of an Integral Management for the High Speed Line's Project and Construction. The Spanish Case

This paper presents the success of Adif for the Integral Management of the project and construction in the implementation of High Speed Railways Lines. ADIF is in charge by the Spanish Ministry of Civil Works (Fomento) to develop the tremendous effort undertaken in Spain on the modernization of railway infrastructures planed in the Spanish Strategic Plan for Transport Infrastructures, PEIT. On the horizon for PEIT, up to the year 2020, investment in railways will reach 165 billion USMYM, 48. 1% of total investment in transport infrastructures made by State. ADIF has a huge committement with efficiency and high quality of works, with safety goals, and of course with approved budgets and timing. This Integral Management incorporates the highly competitive industrial Spanish sector (consultants, engineering, civil works and railways equipment manufacturers and providers). A management based on the ADIF'8 methodology of integral management projects, involves great benefits: reduction of period and costs, increase of the quality and control of the execution of a work.
