Application of Multi-objective Programming in the Evaluation of Bids for Engineering Projects

Reasonable and scientific methods in evaluation of bids affect directly the quality and implementation of engineering projects, while the qualitative criteria are difficult to be compared in the existing evaluation methods which are much more subjective. This paper introduces multi-objective programming model into the evaluation of bids through establishing a criteria system of evaluated factors with quantified indexes and weighting coefficients calculated by Analytical Hierarchy Process (AHP). Based on these efforts, a multi-objective programming model for comparing and selecting the tenders could be structured. The application of this method in the practices of engineering showed that it could be a feasible way of overcoming the difficulties of qualitative criteria comparison, and therefore, provides new ideas for fair and reasonable evaluation of bids and regulation of construction markets.
