The rational allocation of the urban land resource is the key to promote development of city and solve the urban problem.The market mechanism has basic function in the resource allocation of urban land,but it can be failure because the land market one "dispersing type" spider web model,monopoly of the market of urban land,existence area of outside,public land offering,urban land information asymmetry,urban land allocation unfair and so on,thus cause the resource allocation of urban land to appear out-of-balance.The existence of the market failure,has offered the basis regulation for the government to control it in the resource allocation of urban land.Government can play a main role in cultivating land market system,it can also have heavier effect on remedying the market failure.
