California’s record-dry conditions in recent years have placed drought response as a top priority of the State, giving renewed impetus for State legislators and regulators to identify and remove potential barriers to using recycled water and to expedite regulations for groundwater recharge projects using recycled water (hereinafter, GWR projects). A notable drought response includes the State’s recent adoption of the GWR regulations, which have been in a draft format for decades. This paper highlights the first indirect potable groundwater recharge project in the State to implement the latest GWR regulations, specifically by examining the validation process the project recently completed to demonstrate that the multi-barrier approach used to produce the project’s advanced treated recycled water achieves pathogen levels below the tolerable risk levels for drinking water.
