Tale of Two Florida Cities - Competition and Innovation Drive Biosolids Management toward the Private Sector

The paper summarizes recent activities on the part of two regional wastewater utilities to: (1) Review their current biosolids management challenges and costs, (2) Evaluate other biosolids management approaches in the interest of reducing costs and risks, (3) Procure biosolids management services by competitive outsourcing to the private sector. The primary drivers for these utilities to explore other options are to reduce their costs of managing biosolids and reduce the risks associated with changing conditions, public perception, regulatory trends, and business or technology failures. The paper and presentation describe the results and conclusions of biosolids master planning, the evaluation of technology and business offerings, the status of competitive procurement of biosolids-management services, and the steps taken to control the cost and risk of biosolids management going forward.
