This paper proposes a rigorous approach for the calculation of the complex permittivity and permeability, the results of studies evaluating the limits of applicability of the method Nicolson-Ross-Weir for determining the electrodynamic parameters of the radar absorbing material known coefficients of transmission and reflection of electromagnetic waves in a coaxial transmission line. It is shown that: 1) the method Nicolson-Ross-Weir is quite suitable for materials with low permeability values; 2) for a preliminary assessment of the parameters of the material values of its permeability must be obtained by other methods; 3) the material thickness should be chosen equal to a quarter wavelength at the upper boundary of the frequency range; 4) to verify the results and assess the accuracy of computing the values obtained permeability is recommended to restore one of the computer-aided design.
