The City of Garland, Texas provides wastewater service to approximately 237,000 city residents in addition to treating wholesale wastewater flows from five customer cities, creating a total service population of 348,000 people. To provide wastewater service to this large customer base, the City maintains a collection system of 1,340 kilometers (4.4 million linear feet) of gravity mains, 12 kilometers (40,000 linear feet) of force mains, and 8 lift stations. As part of the City's 2016 Wastewater Master Plan, Freese and Nichols, Inc. (FNI) performed a risk-based assessment to develop a prioritized renewal CIP to assist the City in focusing their rehabilitation and replacement budget on assets at the highest level of risk. The InfoMaster software suite was used to collect and process data in a single database for ease of use as well as to provide a convenient deliverable to the City.
