The Miami Dade County’s South District Water Reclamation Plant (SDWRP) intends to treat tertiary effluent from its South District Wastewater Treatment Plant (SDWWTP) to near demineralized water quality that meets the requirements of primary and secondary drinking water standards. The proposed SDWRP process train consists of microfiltration (MF), reverse osmosis (RO), ion exchange (IX), ultraviolet advanced oxidation (UV-AO), and water stabilization. The UV-AO system serves to destroy microconstituents that are not rejected during the RO process. SDWWTP historical effluent data and results from the pilot plant efforts of the proposed treatment train were evaluated to establish a baseline of the standard pollutant and microconstituent concentrations in the UV-AO influent and to develop the system’s process performance criteria. Due to limitations with the collected data, several conservative assumptions had to be adopted. The UV-AO design criteria considered projected UV-AO influent water quality and the requirements of Title 22 of the California Code of Regulations for groundwater recharge, and was ultimately set at a 2.0 log NDMA reduction and a 0.5 log 1,4- Dioxane reduction. Utilities that are looking to install similar facilities should plan ahead and start compiling a robust data set of microconstituents that allows them to establish and negotiate site specific design criteria.
