This paper proposed a bi-level optimal dispatching method of active distribution network considering electric vehicles. Timing models of distribution generators, load and electric vehicles were employed. The optimal allocation and dispatching model was established. The master problem determined locating and sizing of distribution generators, capacitors banks and charging facilities and the optimization objectives were minimum investment and best stability of electrical system. The subproblem determined the state of every components at different times, such as the state of distribution generator, capacitors banks and tap of on load tap changer, and the optimization objective was the minimum operation cost. To improve the solution efficiency, the distflow branch power flow model and its second order cone transformation was employed. And CPLEX was used to solve subproblem. Finally, simulation tests based on IEEE 33 buses distribution system were carried out to verify the proposed method.
