HOW TO DEVELOP 188 EMERGENCY ACTIONS PLANS IN A YEAR

In 2007, the USDA Natural Resources Conservation Service (NRCS), Oklahoma Conservation Commission, and local conservation districts initiated a cooperative effort to prepare current emergency action plans (EAPs) for each of Oklahoma's 188 high hazard dams that were constructed with assistance from the USDA Watershed Program. The EAPs were developed using the new NRCS sample EAP format and fillable form. A process was developed to gather local information and technical data, prepare evacuation maps, and assemble site-specific EAPs for each of the 188 high hazard watershed dams within a year. This goal was met! This paper describes the process used to develop the 188 EAPs with limited resources, as well as the lessons learned during the experience.
