COST-BENEFIT ANALYSIS OF NOISE CONTROL MEASURES: AN APPLICATION OF THE BENEFIT TRANSFER METHODOLOGY

This paper aims to provide an overview on the economic valuation of noise control measures and actions. Although economic valuation can provide hard and monetised data for decision makers, it is relatively underused in current practice. After a short methodological overview on valuation techniques in noise management, the opportunities presented by the benefit transfer methodology are introduced. A specific application of the benefit transfer method is presented from a recently completed pilot project in Hungary. In the framework of the project, a tool was developed for municipalities enabling them to evaluate the benefits of potential noise control measures and rank possible options. This can be very helpful to achieve the highest benefit for the society with limited resources.
