In this paper the use of orthogonal frequency division multiplexing by low earth orbit satellites for transmission to marine vessels is investigated. First an end-to-end mathematical model for such a communication system is derived and the role of Doppler frequency is established. Then a formulation for calculating the value of Doppler frequency under orbital dynamics is presented, and subsequently simulated. At the receiver end, a suitable signal reflection model applicable to rough seas is postulated. In order to simulate the whole system, an existing terrestrial digital broadcast system based on an OFDM frame structure is selected. Finally the receiver is simulated, and the performance of the system in the said environment is verified.
