Pricing the Emission Permits: a Case Study of the Sulfur Dioxide Emission Permits of Power Plant in Jiangsu Province

As a public and limited resource, environmental capacity resource is considered to be more and more important. In order to use environmental capacity resource farthest without making the environmental quality worse, the U.S. and other developed countries have started to distribute the emission permits. The distribution changed form volunteer to paid to use as auction and encouragement. This paper discussed the theoretic foundation of pricing the emission permits and established a pricing model. We took the sulfur dioxide emission permits of power plant in Jiangsu province as our case study. The price of emission permits in different regions was calculated.
