Two Counties - One City: Long-Term Stewardship for Anderson County, Roane County, and the City of Oak Ridge, Tennessee

The publicly accessible, very-long term storage of the essential stewardship information concerning the residual contamination of the Department of Energy - Oak Ridge Reservation (DOE-ORO) in East Tennessee is discussed. A solution to this problem was proposed by a citizens' committee in 1998, which recommended that information necessary for long-term care of contaminated land reside in a system that would transcend DOE. A test study has shown that the proposed solution to the problem is feasible and can meet all the proposed objectives including the legal requirements imposed by federal and state laws for past waste sites. This paper explains how the test tracked notices of contamination through the Anderson County and City of Oak Ridge property records. The test shows how, if the system is fully implemented, interested parties can discover notices of contamination at the city, county, or state level.
