The west region of China includes 12 province, autonomous region and municipality directly under the Central Governments, such as Chongqing, Sichuan, Guizhou, Yunnan, Tibet, Shaanxi, Gansu, Qinghai, Ningxia, Xinjiang, the Inner Mongol, Guangxi ,etc. The Area is 6,850,000 sq. km., accounts for 71.4% of the whole country. At the end of 2002, the total population of which is 367 million, accounts for 28.8% of the whole country. In 2002,the gross domestic product of the west area is 1,988,600 million Yuan, accounts for 17% of China. In January 2000, Central Committee of the Communist Party stated clearly the develop-the-west strategy. The State Council establish the West Region Development Leading Group, from then on, the development of western regions has raised the curtain, development of the western economic moved toward new fast track. During 2000-2002, west region gross domestic product increased by 8.5%, 8.7% and 9.9% respectively; In the first half of 2003 the increase rate was up to 10.7%.
