This paper proposes a Genetic Algorithm (GA) based method for tuning power system stabilizers (PSS) and fiizzy power system stabilizers (FPSS). This paper first reviews the requirements for applying a PSS for damping electromechanical oscillations. It then proposes two evaluation criteria for describing the PSS performance. A global performance index is then developed for the assessment, and comparison of PSS performance over a wide range of operating conditions. This paper proposes a novel GA based method for optimizing the PSS's global performance. To demonstrate the feasibility and efficiency of the developed method, two sample studies are presented for optimizing parameters of the PSS and the FPSS. The key features of this proposed method are that it has a solid mathematical foundation, and that it can achieve PSS parameters leading to global optimal performance efficiently.
