The American Petroleum Institute Committee for Evaporation Loss Estimation(API CELE) operates under the Committee on Petroleum Measurement to perform research and produce the Manual of Petroleum Measurement Standards(MPMS),Chapter 19.API CELE is composed of Petroleum Company Representatives,Equipment and Instrumentation Manufacturers,Consultants,Energy Institute(Europe) and is attended by the US EPA and State Air/Emission Regulators.The current Chair is Shankar Ananthakrishna of Chevron Energy Technology Company.The current API Staff person is Sally Goodson.API CELE is responsible for determining evaporation losses(emissions inventory) from storage tanks,vessels and transfer operations(loading racks/berths).The API MPMS Chapter 19 Standards are adopted by US EPA to determine Emission Inventory; and widely used by petroleum industry and regulators in US,Europe,and other regions of the world.Using technically sound methodologies,research is prioritized based on Regulatory Community and Industry Member needs.Study results may be incorporated into MPMS Chapter 19 Standards,or published as a Technical Report,as appropriate.The API MPMS Chapter 19 group of Standards covers methods for estimating hydrocarbon evaporation losses from various types of tanks and vessels.The methodologies provide loss estimates for general equipment types based on laboratory,test-tank,and field-tank data.
