Government investment projects play important roles in the economy of China. However, the current administration agent system of public projects has result in low performance. As one of the significant reform methods, agent construction system still has some aspects, which have to be improved. The questions about whether the reformation of agent construction to be more effective and how to improve the performance of it were discussed in the article. In the framework of a new paradigm of the project governance, the article explored the evolution of governance model of public projects, analyzed the project ownership arrangement in the context of administration agent system, settled up corresponding primary evaluation indexes of governance level, and designed the agent construction program. In conclusion, a new paradigm of the project governance theory to improve the management performance of agent construction system is established, including three routes: internal project governance, external project governance and government supervised mechanism.
