CHANGES IN QUALITY AFTER THE IMPLEMENTATION OF ISO9000-BASED QUALITY MANAGEMENT SYSTEMS - PROJECT SUPERVISORY PERSONNEL PERSPECTIVES

ISO9000-based Quality Management Systems (QMSs) have been widely adopted in the construction industry with a view to rethink and improve the quality systems themselves, and thereby increase the project quality and the satisfaction of clients. However, until now, not too many studies have been conducted to unveil the satisfaction of clients before and after the ISO9000-based QMSs are introduced. As the representatives of the client, project supervisory personnel should have a good idea as to the impacts of QMSs on a construction project including crucial project dimensions like the time and cost performance, rework, wastage, unjustified claims, etc. The paper is based on a study that involved in-depth interviews with experienced project supervisory personnel in Hong Kong. The development of QMSs implementation in Hong Kong is first outlined. The crucial project dimensions portraying the quality change are then unveiled. Finally, the results of the interviews are reported. For example, the project supervisory personnel believe the overall quality of construction projects has been enhanced in general after ISO9000-based QMSs have been implemented.
