For next-generation IP-based mobile networks, accommodation of heterogeneous radio access systems, such as W-CDMA, W-LAN, and next-generation radio access is an important issue. To overcome this issue, we propose the "Plug and Access" concepts, they are; 1 .Accommodate any radio access system at any time 2. Enhance each radio access system and a network independently 3. Select the optimal AP (Access Point) of heterogeneous radio access systems 4.Control the rerouting in the network coordinating each radio access system. To accomplish concept 1, we propose Auto configuration function that inputs node data for setting up automatically on accommodating the node in the network. To accomplish concepts 2 to 4, we propose the radio access coordination control. With relation to 2 and 3, the coordination of optimal AP selection according to user preferences, the resource of both radio access systems and the network is executed. With relation to 4, the routing coordination control to the selected AP that directs routing cache creation and on handover selects the optimum rerouting method based on the future of each radio access system is executed. In this paper, we show radio access coordination functions and demonstrate their adaptation for new packet receiving, and Seamless handover which is possible for low latency and low packet loss between W-LAN and W-CDMA by proposed radio access coordination functions.
