摘要

This paper aims to study on the complexity of the e-government, and presents the design method of object-oriented multi-hierarchy model driven based on the theory of complex system, The method may help designers to control the system and its interior connection as a whole. It produces system structure with the features of semi-autonomy and evolution in a designing way of modularity and hierarchical structure. This paper also discusses how to use this method to solve the practical developing problems of the e-government under the condition of the reform of government institutions in China.
