The Second Steelworks of Baogang, a turnkey project undertaken by the Beijing Shougang Design Institute as the general contractor, was successfully constructed under the strict, earnest and systematic organization and management of the Project Management Department. On November 4, 2001, the trail run of steel melting was concluded with a success, which is an unprecedented wonder in the history of metallurgy in China. This project is constructing the Second Steelworks using the second-handed converters introduced from the U.S by Shougang. The total investment of this reengineering project is RMB Y863 million (including US$2.02 million foreign currency) as approved by the state Development Planning Commission, 42%of which is raised by Baogang itself and the rest 58% is in the form of bank loan from the Industrial and Commercial Bank of China. This paper systematically discusses on the project management in nine aspects, including project preparation, project scheduling, bidding management, quality control, production preparation, procurement management, risk management, cost management and logistics management. The author hopes this paper will be helpful for solving the potential problems during the course of the project management processes so that the project management could become more systematic, more efficient and more successful.
