Based on the resolution 11/1987 of ISO there was concluded the _"Agreement on exchange of technical information between ISO and CEN" 1989 in Lisboa (Lisboan Agreement). Soon critics came up on the issue, that information alone cannot avoid duplication of work between ISO and CEN. On the resolutions 18/1990 of ISO-Board and CEN/AG3/1990 of CEN-General-Assembly there was formulated the Vienna-Agreement in June 1991 published 11 July 1991 by ISO and 3 September 1991by CEN.
