The California Air Resources Board (CARB) contracted with ERG to develop an updated emissions inventory for northern Baja California, Mexico. This contract helped to better characterize sources of air pollutants in Baja California that impact air quality modeling in California and provide an update to prior inventories conducted for that region. The inventory was developed for the five municipalities in the state of Baja California (i.e.. Ensenada, Mexicali, Playas de Rosarito, Tecate, Tijuana) with a focus on those sources located within the CARB modeling domain. The starting point of the emissions inventory was the 2014 Mexico National Emissions Inventory (MNEI) developed by Mexico air quality agencies. In addition, emissions were estimated for four key area source categories not in the MNEI: border crossings, brick kilns, agricultural burning, and windblown agricultural dust. Emissions were estimated for point sources, area sources, on-road motor vehicles, and nonioad mobile sources. Inventory pollutants included criteria pollutants (i.e., nitrogen oxides [NO_X], sulfur dioxide [SO_2], ozone precursor volatile organic compounds [VOC], carbon monoxide [CO], paniculate matter [PM] less than 10 micrometers [μm] in aerodynamic diameter [PM_(10)], and PM less than 2.5 μm in aerodynamic diameter [PM_(2.5)]); and, ammonia (NH_3). Locations of point sources were determined by exact geographic coordinates. Emissions for other source types were estimated at the municipality-level. Spatial surrogates were developed to facilitate emissions modeling of area source, on-road motor vehicle, and nonroad mobile source emissions within the CARB modeling domain. Annual emissions were developed for the base year of 2014, along with the future projection years of 2020 and 2025. In addition, temporal winter day profiles were also developed for border crossings, agricultural burning, and windblown dust.
