The specific features of specialist training for emergency actions have been analyzed. The concept of emergency is understood as situations resulted form an accident or dangerous natural phenomenon, catastrophe or other disaster. The necessity of learning path selection optimization has been justified. Learning path is a set and sequence of learning actions to acquire necessary competences. Learning process model and algorithm that allows to generate automatically an optimal path for training a group of specialists, taking into account their initial level of learning and the purpose of learning have been developed. An example of the model and its software implementation, which allows solving this problem, is given.
