At present, in Chinese emergency shelter planning, there is often a problem of ignoring the diversification of the initial needs of the victims and the time-varying escalation of the later needs, which is prone to the inefficient matching of the supply and demand of shelter resources. In this paper, three basic actions of disaster relief are analyzed according to the different needs of disaster victims, that is, stratifying evacuation of people after the disaster, planning and layout of different types of shelters, and distribution of daily medical supplies. Considering a complete coverage of demand, capacity and budget constraints, this paper constructed the joint optimization model to optimize victim evacuations, the location of the shelter and material distribution. The model can ensure the orderly and efficient operation of emergency rescue in the case of limited time and space, and realize the high-quality relocation of victims.
