Rate of change of frequency is one of the parameters that a phasor measurement unit is expected to measure. Difficulty has been reported with the measurement, and whether or not it can even be measured in the real world has been questioned. Using a fitting algorithm, we show that with what seem like reasonable levels of harmonic distortion and noise on the signal, ROCOF is a parameter that might be measured with accuracy close to the levels specified in the relevant standard. However, our results from a power system that suggest that under some short-term conditions, phase noise on the signal may render the measurement result meaningless.
